Rossendale Borough Council are once again consulting on a revised Edenfield
Masterplan/Design Code (ref Version 5 or V5) for site H66

Edenfield Community Neighbourhood Forum (ECNF) remains of the view that this should be
rejected, almost all of the previous concerns that we raised in previous submissions have not been addressed. The consultation period for V4 of the plan only closed on the 10th June 2024. V5 was published on 21st June according to the version control on the Master Plan itself. There were 107 objections to version 4 of the Master Plan. Taylor Wimpey were given sight of the V4 objections as they came in which explains how they have been able to prepare V5 of their plan so quickly.

As well as this new version of the Master Plan, there is a transport assessment which makes for interesting reading. It will prevent parking outside many houses on Market Street as well as the village’s businesses during their opening hours.
Our key objections are as outlined in the leaflet which we published in May and relate to:
- Traffic and pedestrian safety concerns.
- Phasing of building works.
- Lack of supporting infrastructure (especially school places and healthcare).
- ECNF design code has not been adequately considered.
- Cramped development with limited green spaces.
- Flood risk and land stability issues.
- Proposed parking restrictions will have an adverse effect on existing residents.
- Negative effect on local business in terms of “footfall”.
- Proposed further release of greenbelt for car parking.
