Here’s your Summer 2025 update from the ECNF, covering the latest on local development plans.

H66 Development: Taylor Wimpey Planning Application 2022/0451
Taylor Wimpey has submitted over forty new and revised documents for the central Edenfield H66 development, which you can view on the Rossendale Borough Council (RBC) website. These include updated designs, layouts, and drainage plans. Our initial review shows the proposals are largely similar to previous ones, and our concerns remain the same: high-density layout, loss of green space, increased traffic impacting road and pedestrian safety, and an expected loss of at least 50 parking spaces on Market Street, Exchange Street, Blackburn Road, and Burnley Road due to new restrictions. We also still have concerns about flooding (both locally and on the A56 bypass), development phasing and the lack of essential amenities such as shops and GP practices.
Rossendale Borough Council is still waiting for more information, and once received and published, there will be another public consultation. This consultation period is likely to be only three weeks, so we recommend reviewing the recently released documents now to prepare any objections. The Forum will be submitting detailed objections, and we strongly encourage all residents to submit their own comments. Alderwood Planning Application 2022/0577
A revised planning application for Alderwood has been received and consulted upon, with the consultation ending on May 8th, 2025. The number of houses has been reduced from 9 to 3, with access remaining on Market Street.
North End of Edenfield: Peel/Northstone Planning Application 2023/0396
This planning application has received a resolution to grant permission from the committee, subject to various conditions, including a Section 106 agreement. This legally binding agreement between the local planning authority and the developer helps mitigate the development’s impact on the local community and infrastructure. Once signed, we expect to receive more information on when construction might begin.
South End of Edenfield: Chatterton Hey Site
We anticipate learning soon who will develop the Chatterton Hey field, which is the southern part of H66, and a planning application is expected shortly afterward.
Edenfield Neighbourhood Plan Adopted!
Great news! Following the referendum on February 20th, the Edenfield Neighbourhood Plan, produced by the ECNF, was successful! It will now form part of the development plan until 2036. A huge thank you to the 648 residents who voted, with 95.7% in favour! This plan gives our community a greater role in shaping future developments and must now be considered by the Council for all future planning applications in Edenfield. ECNF Actions to Date (2025)
The ECNF has been busy ensuring the Neighbourhood Plan was adopted and is now monitoring its implementation. We’ve raised objections to all H66 planning consultations, attended planning review meetings, and shared residents’ concerns with RBC planning officers. We’re also working to organize a meeting with Lancashire County Council Highways and RBC to discuss traffic concerns, and liaising with RBC on the H66 Visioning Board to ensure resident representation.
